The Community Trust Index (CTI) is a measurement tool used by Mongolian Red Cross to assess and monitor the level of trust in their work with communities across the country. It evaluates trust in multiple dimensions including competencies such as reliability, technical proficiency and experience, and values such as ethics, integrity, and transparency. The community index was conducted in 12 provinces using a mixed approach.

Résultats
The survey was conducted from the 15th to 28th December 2023 across 12 provinces in Mongolia, with support from the regional CEA. The Mongolian Red Cross Society (MRCS) implemented this mixed-methods survey to measure perceptions of trust among service recipients and the broader community. The questionnaire gathered data from 1,557 respondents to ensure representative sampling.
Respondents were asked questions revolving around several key themes, including trust, the competency of the Mongolian Red Cross Society in project and program implementation, fairness in aid distribution, and their previous personal encounters with the organization. This information helps to provide a more comprehensive understanding of the organization's operations and public perception.

The Community Trust Index in Mongolia indicates a positive overall score of 7.45 (out of 10). The scores for MRCS service recipients and volunteers are notably high, with 8.22 and 8.14 respectively. However, the score among non-beneficiaries (6.66) suggests that there is potential for improvement in engagement and effective communication with this group.
At the same time, the high score on competencies (7.61) reflects that the MRCS's efforts are well-perceived and contribute to maintaining a high level of trust among target populations. The values score of 7.29 further underscores the organization's commitment to its principles and mission.

The analysis of competency drivers reveals consistently high trust levels, with "Effectiveness" (7.89) and "Relevance" (7.80) being the highest-rated dimensions. Other competency drivers like "Accessible," "Capability," and "Responsiveness" also score above 7.5, reflecting the MRCS's strengths. However, "Openness" has the lowest score at 7.23, indicating a need for improvement in transparency.
Value drivers show varied perceptions. "Humanism" is the strongest value driver at 8.45, highlighting the MRCS's compassionate approach. "Inclusiveness" (7.76) and "Fairness" (7.54) also score highly, but "Transparency" is the lowest at 6.36, suggesting a need for clearer communication. Additionally, "Engagement" (6.84) and "Neutrality" (6.73) have relatively lower scores, indicating areas for enhanced community engagement and maintaining neutrality.
