Institutional
As part of its COVID-19 vaccination response, the Philippine Red Cross conducted a Community Trust Index survey in February and March 2023 to better understand how communities perceive the organization. Based on responses from 2,897 participants, the survey examined institutional trust across key dimensions such as competence, integrity, transparency, and neutrality. The findings provide insights to strengthen community engagement, accountability, and trust in humanitarian action.
Results indicate a high level of institutional trust, with an overall score of 8.2 out of 10. Respondents rated both the organization’s competencies (8.3) and values (8.2) highly, reflecting confidence in the Philippine Red Cross’s ability to deliver effective services while upholding humanitarian principles.
Findings
The global results indicate consistently high levels of trust across both competencies and values, with average scores above 8.0. Competencies (8.38) score slightly higher than values (8.15), reflecting strong confidence in the Red Cross’s ability to deliver relevant, effective, and responsive support. Capability (8.68) is the highest-rated competency dimension, while accessibility (8.19) receives comparatively lower but still positive ratings. Across values, inclusiveness (8.76) and respectfulness (8.48) emerge as key strengths, demonstrating that communities generally perceive the Red Cross as respectful, fair, and responsive to diverse needs.
Patterns across demographic and engagement groups suggest that trust is strongly associated with direct interaction with the Red Cross. Volunteers, people who received assistance, donated, requested support, or had previous contact with the organization consistently report higher trust levels than those without such engagement. Trust is also generally higher among women, older respondents, and individuals with higher levels of education. Geographic differences are evident, with some districts reporting substantially stronger perceptions than others, highlighting the importance of local context in shaping community trust.
