The Community Trust Index (CTI) was conducted in Colombia between July and September 2025 to assess trust in the Colombian Red Cross Society within the context of the migration response. Findings indicate a high overall level of trust, with particularly strong perceptions of the organization’s inclusiveness, respectfulness, and operational capacity. Communities generally view the Colombian Red Cross as capable, effective, and responsive, while transparency emerges as the main area for improvement. Results also show that engagement with the organization is associated with stronger levels of trust.

The survey was conducted between July and September 2025 across 31 departments of Colombia, excluding Bogotá Capital District and Vaupés. A total of 888 respondents participated. The assessment focused on community perceptions of the Colombian Red Cross Society among the general population, including communities affected by and connected to migration routes and migration-related programming.

The survey aimed to measure trust in the Colombian Red Cross and identify the factors shaping perceptions of its competencies, values, and engagement with communities. Findings are intended to support evidence-based decision-making and strengthen community-centred approaches within migration-related operations.

Findings

The findings demonstrate a strong level of trust in the Colombian Red Cross across surveyed communities. Respondents rate both the organization’s competencies and values positively, suggesting confidence in its ability to provide relevant humanitarian assistance while treating people with dignity and respect. High scores for inclusiveness and respectfulness indicate that communities generally perceive the organization as welcoming, fair, and attentive to diverse needs.

Operational performance is also viewed favourably. Capability, effectiveness, and responsiveness receive strong ratings, reflecting positive perceptions of the organization’s ability to deliver services and respond to community concerns. However, transparency scores substantially lower than all other dimensions, suggesting that communities would benefit from more information about decision-making processes, resource allocation, and how feedback influences organizational actions.

Trust levels vary more by engagement and geography than by demographic characteristics. Respondents who have volunteered, received support, requested services, are aware of feedback mechanisms, or would recommend the Red Cross consistently report higher trust scores than those with limited interaction. Geographic differences are also evident, although some departmental results should be interpreted cautiously due to small sample sizes. The survey sample is not fully representative of Colombia’s population distribution across departments, which should be considered when interpreting subnational findings.
